The New World Order Charter

Preamble.

We, the member Colonies of The New World Order(hereafter known as The NWO), recognizing that cooperation is the lifeblood of any successful Colony; do hereby establish this, The Charter of The New World Order, in order to secure the prosperity and security of its member Colonies.

Article I: Admission & Membership

A: Membership shall be granted to applying Colonies by an appropriate member of The NWO Government as soon as time allows.

B: Membership will not be granted to any Colony that maintains membership in another alliance. Nor shall it be permitted for a member to join another alliance without first renouncing membership from The NWO.

C: All members of The NWO agree to be bound by this Charter, any member found in violation of any clause herein may be subject to disciplinary action by The NWO Government.

Article II: The NWO Government

Section 1: Government Structure

The NWO wishes for all of its member Colonies to participate in their own governance. Thus, the Executive branch of The NWO shall consist of The President, The Vice-President and The Cabinet, all of whom shall be elected by popular vote by the members of The NWO. The Legislative branch of The NWO shall be The Colonial Conference. The Judiciary shall be The Tribunal, who shall also be elected by popular vote.

Section 2: The Executive

A: The President and Vice-President

1-President
Shall act as chief executive for The NWO Government. Will be responsible for determining Cabinet priorities and foreign policy, establishing disciplinary procedures and will represent The NWO in international negotiations, as well as coordinating Cabinet cooperation. Makes any executive decisions not otherwise specified in The Charter.

2-Vice-President
Responsible for assisting the President in his responsibilities, with particular focus on communication between The Executive and the member Colonies. Shall make urgent executive decisions in the absence of the President.

B: The Cabinet

1-Secretary of State
Responsible for deploying and coordinating Ambassadors to other alliances, negotiating treaties, and Working with The Secretary of Defense in assessing potential threats.

2-Secretary of Defense
Responsible for the security of member Colonies, advising the President on the acquisition and use of nuclear weaponry, and coordinating military assistance between members. Shall also organize all wars fought on behalf of The NWO. Works with The Secretary of State to negotiate reparations between member and foreign Colonies, as well as between The NWO and foreign alliances.

3-Secretary of Internal Affairs
Responsible for recruiting, background checking, and guiding prospective members of the NWO, assisting the President in disciplinary procedures, promoting the mutual support and friendship of member Colonies, and coordinating private loans between member Colonies.

C: Assistant Secretaries

All members of The Cabinet may, at their discretion, appoint an assistant(s).

D: Appointed Offices

To further the mission and operations of The NWO, members shall be appointed to various positions by The Cabinet. These appointed Offices are subordinate to their respective Cabinet Offices. All such appointments must be confirmed by the President.

1-Director of Intelligence
Appointed by The President. Head of the alliance intelligence, conducts intelligence gathering missions and other duties to that end.

2-Director of Communications
Appointed by The Secretary of Internal Affairs. Head of the alliance communications and works with The Cabinet to communicate to The NWO membership, all relevant information about the workings of The Cabinet.

3-Director of Game Mechanics
Appointed by the Vice President. Works with alliance members on collection and communication of information on the workings of the game engine.

4-Ambassadors
Appointed by The Secretary of State. Have the authority to negotiate in good faith with the leadership of foreign alliances. All ambassadorial decisions are subject to approval by The Secretary of State.

Section 3: The Legislative

The Colonial Conference

A: All members of The NWO in good standing shall be admitted to the Colonial Conference, the legislative branch of The NWO.

B: Any member of The Colonial Conference may at any time move to introduce new legislation or amend/remove existing legislation, which must then be seconded by at least three other members in order to be brought to a vote.

C: A motion to amend the Charter may be brought by any member of The Colonial Conference, but must be seconded by one of the following; The President, The Vice-President or any Secretary of The Cabinet in order to be brought to a popular vote, and shall be implemented with a 2/3 majority of active members.

D: Motions to ratify or repeal a treaty or agreement with a foreign alliance may only be submitted by The Secretary of State after having been approved by The President. All such motions are approved by a 2/3 majority of active members.

E: The President shall retain veto power for any legislative motions passed by the Colonial Conference for a period of up to 72 hours.

F: In the 48 hours after the announcement of a veto by the President, a motion to overturn that veto may be proposed, by any NWO member. Such a motion seconded by three other NWO members is brought to a popular vote and is implemented with a ¾ majority of active members, and cannot be vetoed. If such a motion fails to override a veto, said veto may not be challenged again.

G: All proposed legislation or Charter amendments shall have two days of debate followed by two days of voting.

Section 4: The Judiciary

A: The Tribunal shall be composed of three Justices, who shall be elected by the member Colonies.

B: If a Justice is unable to fulfill their duties due to absence, a replacement will be appointed by The President for each case in which The Justice is unavailable to rule.

C: Any member may bring another member before The Tribunal on charges of violation of The Charter. In the case of any violation of this Charter by any member Colony, the accused shall be considered innocent until proven guilty, and shall have the right to a fair trial before The Tribunal. No disciplinary actions shall be made against the accused until they are found guilty, except in cases where the security of The NWO may be at stake. In such cases temporary actions may be taken against the accused so long as these actions do not prevent a fair trial. There shall be no double jeopardy.

D: If a Justice of The Tribunal is brought up on charges of violating The Charter, a replacement Justice shall be appointed by The President.

E: If found guilty by The Tribunal the disciplinary action to be taken against the guilty party will be decided by The President in consultation with The Tribunal, and shall be announced by The Tribunal.

Section 5:Founder of the NWO

El Diablo of the Colony Hell is the Founder of the NWO. This title is honorary in nature and shall possess no executive powers nor can it be revoked. However, in recognition of his leadership in founding The NWO, he shall be head admin for the boards. If at any time it is no longer felt by the member Colonies that these admin powers are deserved, they can be revoked through a majority vote of the member Colonies.

Section 6: Order of Succession

A: In the event of an emergency vacancy in the office of The President or in The Cabinet, the following order of succession will be followed until the office-holder returns or a replacement is elected:

1. Vice President
2. Secretary of State
3. Secretary of Defense
4. Secretary of Internal Affairs

B: Members of The Cabinet may appoint a substitute, subject to approval by The President, if they expect to be temporarily absent. For unexpected absences, The President may appoint a substitute. In the event that a Cabinet member will be absent beyond the limits of their term, the substitute appointed must be ratified by the rest of The Cabinet.

Section 7: Impeachment

Any President, Vice-President, Secretary of The Cabinet or Justice of The Tribunal found by The Tribunal to be in violation of The Charter shall be immediately removed from office, and an emergency election will be held to select a replacement. Said replacement will serve until the of term for the Office holder they replace.

Article III: Elections

A: Elections for all elected positions shall take place every month, according to the following schedule: 2 days open for nominations (beginning on the first Monday of the election month), 4 days for campaigning , and 3 days for voting . Each stage of the elections process begins and ends at 6:00 AM GMT.

B: In order to ensure the transparency of the election process, the outgoing President shall appoint a member to sit as an Elections Chair no later than the Sunday before the first Monday of the month to oversee all matters relating to the election. The Elections Chair is not permitted to stand in the election.

C: During the nomination period, any member of The NWO may be nominated for office.
In order to be considered for office all self-nominations must be seconded. If a member is nominated by another no second is necessary, but must accept the nomination before being considered. A member may only run for one office.

D: All members of The NWO may cast one vote for each Office. The member with the highest amount of votes after the close of voting for each Office is elected.

E: In the event of a tie, a run-off election for the Office(s) in question will begin at 6:00 AM GMT following the close of voting. Only the candidates with the most votes for the office(s) in a tie will participate. Voting for the run-off election shall last 48 hours. In the event of another tie, the newly elected members of The Executive shall appoint one of the
candidates to the position.

F: The Elections Chair shall certify and post election results within 24 hours of the close of voting. Election winners enter office upon certification.

Article IV: War & Nuclear Weapons

Section 1: War

A: The NWO endorses peace between its members and other Colonies of Luna. Member colonies are only allowed to engage in offensive warfare if the current Secretary of Defense permits it.

B: Should a member Colony be the victim of an attack, all members of The NWO pledge to rally their full military and economic prowess in defense of the attacked Colony, aiding reconstruction and war efforts to the best of their abilities.

Section 2: Nuclear Weapons

A: Nuclear research, posing a critical advantage in Colony development, is embraced by The NWO.

B: Development of nuclear weapons for strictly defensive purposes is tolerated. Any Colony seeking to obtain or launch nuclear weaponry must only do so with official consent from The Secretary of Defense.
